Help forgetful users with a Windows XP password reset disk

How do I help forgetful administrators who forget their admin password in Windows XP Pro?

I'm trying to make a password reset disk for my sister's computer. (I just reinstalled her OS.) The problem is, it'll only let me save it to the smartmedia/sd/compactflash etc. drives. I can't get it to create using the cd drive. It doesn't give that drive as an option. Any ideas? Thanks!

I have an XP build that has the switch user option disabled. If I forget my password after locking my workstation, is there a way for the system admin to reset my password and push the change to my workstation without requiring me to reboot my XP workstation to use the new password?
