Administering Samba using SWAT for Windows admins

I followed the instructions for setting up SWAT and when I try to start it in a browser using port 901 I get a message saying the connection was refused. I double checked the swat file and made sure that the disable = no and even restarted the system, but still the same thing. I even turned off the firewall thinking that was blocking port 901. Any ideas why SWAT won't come up?
