Barcode scanner for IBM 3480 tape cartridge?

I am looking for a barcode scanner that handles IBM 3480 tape cartridges. Two places that I have contacted do not have any barcode scanner that handles the symbology on the tapes, so I am really wondering if I am dealing with a proprietary format. In both cases, I sent them a high-resolution scan of the barcodes, and both times, they had no scanner that could recognize it.

Hundreds of these tapes come from several major companies for whom we load and report on the data so I know it is not some obscure, arcane symbology.
