COM+ Event System starts and immediately stops

Having lots of problems around COM+, but root appears to be that the COM+ Event System does not remain started - (Event ID 7023).

This seems to cause other "Events" involving COM+ and VSS. Event Ids received include:

7001, 8193, 4822, 4455, 4689, 7034, 7031, 7036.

This is an XP Home system, so cannot get to run secpol.msc.

Any ideas that we might try would be appreciated. Thanks in advance.
