Hi,
some time when i click Internet Explorer icon on desktop instead of opening the browser it shows "internet options" dialogue box. Not only from IE , if i click on notepad also showing the " internet options " dialogue box. and my keyboard will not work at that time. only i can do is shutdown the system and restart then everything will be fine. I scanned my pc entirely with the latest software no virus found. What is the solution please help me.

Please follow my procedures
See, some times your Anti-Virus software may not remove virus from the system in the following cases:
1.If you have installed the Anti-virus software after the system is infected or
2.If you have only scanned your system in a normal mode
you should perform the virus scan in Safe mode also.
First let me know:
Is your system is updated with Anti-Virus? if yes then your system will heal the virus exe files so that it should not harm your system.
Now what you can do is. You need to take a fresh system's Hard Disk, update it with Windows Updates, Install Norton Anti-Virus software and make the Fresh Hard Disk as Master and the infected hard disk as slave. Boot from Fresh Hard Disk & it may ask you to restart some times as it will detect the Hard Disk for the first time. Then start scanning the entire drives of Fresh drive then it will come to infected drive and throughs the infected virus outside.
If this information is wrong then please give me hint if you have got any other idea.

Just delete the shortcut
and create a new one by going to start all programs and right click on internet explorer and send to desktop.Test after words
