that he has a local user account but without admin rights - I just presume that he meant domain admin rights.
In this case he will need to get his domain admin to or add the user account or to give him permissions to add the account

Once If you are converted to Domain, It's must be all local users to converted to domain users. Then tell how can we conver back?. It's not possible.

re
To add a domain user to local admin group there are two conditions:
1. The person who make this must have domain admin rights
2. The domain policies must permit this

right click my computer
and select manage. select local users and groups and then click on groups so that you see the different groups on the right side of the window. Double click the Administrator group and then click on Add. this will open a new window and there will be a button that says location. make sure the location is the domain and then type in the username that you want to add to the local administrator group. These directions are assuming your OS is XP Pro. Hope this helps.

Sorry I have miss-understood you at first.
If you log locally to a PC and it is not joined to the network you cannot add domain user as it will show you only locally user accounts or location.
You will have to join the PC to the domain. once you have done this log into the PC with your domain admin account goto users and groups via computer management and add the desire domain account to the administrator group.

You can add a domain user to a local machine that iss not a memebr of your domain as long as it is attached the the same network.
When you are at the Add users screen simply click locations, pick the doamin you need from the available list and click ok. You will then be required to enter account details witht the rights to access the doamin, enter your domain admin account details (Be sure to put your domain name before your logon , for example

possible solution
I ran into the same trouble. I found after a lot of running around that the TCP/IP information on the clients were pointing to DNS servers that didn't resolve the PDC. When I changed that, I was suddenly able to add the domain administrators to the list of local admins. Hope this helps.

Yep, I discovered the same problem, I could add and remove the client PC in and out of the domain just fine. But when I wanted to add the users domain profile to the local machines admin account, I could NOT get the location for the domain to show up in the Location field.
Therefor there was no domain account to add...... I went looking and discovered that the DNS serach order was incorrect on the server. I fixed that and was able to improve login times and add that domain account to the local machine.
A bit of an odd one......

We can add users from Domain to Local
Hi Chinh,
Let me know,Have you install the ADS with Intergrated DNS, If you were installed Active directory Intergrated DNS means, you have add the Domain Ip address to client Preferred DNS field in TCP/IP Configuration,
then you can see your domain users in Client local computer. then we can add domain users to local groups. Do it and reply me ASAP

Set the DNS in your network adapter connection
Set the primary DNS with the Active Directory IP and set the DNS Sufix on your desktop.

Use Manage Computer from Remote Server
If you go to local managment of another server/workstation, connect to remote computer and add the domain users that way.

DNS was my problem too
I also had this problem , then noticed someone had manually configured several machines with the incorrect DNS. When I set it back to Auto, the problem disappeared
