You need to provide a bit more information here
Like what OS is involved and what type of hardware?

Is this on a new install or an existing install that has suddenly started doing this?

Now this is assuming that you are using XP of some description and this is happening on an existing install. There are 2 real possibilities the first is that you have a corrupt Driver for Windows causing the problem or you have a hardware failure occurring.

The only way to test this out is to run a Live Linux from a Boot CD and see if the problem persists. If it does you have a hardware problem that needs looking at and if it doesn't you have a Software problem that needs repairing.

You can obtain a Live Linux from most News Agents by buying a Linux Mag with a Live Linux Cover CD or if you have access to a working computer you can download an ISO Image and make one from here or maybe even buy one if you don't have access to a working computer. Knoppix would probably be your best option but if you need something small Puppy will do.
