1. Sit down with client and find out what they want the site to look like, what they want it to do, what info they want on it, etc.
2. Diagram the site on paper.
3. Check the diagram with them to make sure you included everything.
4. Then you can think about coding and design.

Whats next..
I have done the first 3 requirements as its for my wife's boutique..
She doesnt want online shopping through her site, just an info site.. Letting her customers know her stock and addresses of the 2 shops etc.
What comes next.. ??
How do I encorporate the domain name into a design template and where do I go for hosting.. etc..

Take a read through these two books:
Head First HTML with CSS & XHTML and
Don't Make Me Think: A Common Sense Approach to Web Usability
The first book will teach you how to the basics of building a web site. The second book will warn you about the design flaws that could drive folks away from the web site.
As for an editor to simplify building a web site, take a look at Crimson Editor (http://www.crimsoneditor.com/) or PSPad (http://www.pspad.com/).
Expect to spend a fair amount of time (say 60-80 hrs) working through these books, designing and implementing the web site.

For hosting, you could use some common sites like godaddy.com or 1and1.com since it's just an
info site. There are pretty cheap and reliable enough for a
small site. For a much bigger site you may wanna go with media

Actually for a site like this I'd suggest Doteasy ( http://www.doteasy.com ). Cost is the cost of the domain name ($25/year for .com etc.).
They also have a number of site designs you can chose from to do your own.
BTW, the thing I would suggest next is to contact a pro web designer. They'll look after the site design and the hosting etc.

Go through some websites template & downloadit,change the color & add ur shop photos,content and all.
