Check this...
With Outlook open, go to the File menu and make sure the check is removed from in front of 'Work Offline.' (you may need to expand the menu by clicking on the double arrows at the bottom of te menu)
This will sometimes get checked when there is a network failure or some other program error.

I hope this helps.

2 options
There are 2 ways to fix the problem:
1. Choose FILE, if need be wait for the full menu to open towards the bottom of the FILE menu is an option Work Offline, if it is checked then uncheck it an Outlook will be working online again.

2. In the lower right hand corner of the Outlook application window, is an Outlook icon, you should the downward pointing arrow to the right of the icon. If Outlook is offline then there will be text indicating the Outlook is offline as well. Click the arrow and a context menu will appear, one of the choices is Work Offline, again if it is checked uncheck it. You should now be working online again, and the text next to the icon will indicate connected.

Ok my problem starts from here. Unticking "Work Offline" option make outlook send/receive emails successfully but upon restarting outlook it again returns to Offline mode. I tried creating new profile but mail server could not find user (User does have an active account on exchange server) I can ping the mail server from user's machine.

Any suggestion?

... it will stay offline when restarted. You must be using the one in the File menu. Use the one in the lower right corner, where the offline/connected status monitor shows up.

Well, if you're connected to LAN and if mail server is available then when you open outlook it starts in offline mode but after just few seconds it changes to online by itself.

Anyways, so, after trying few solutions eventually it got resolved by "Repairing" Outlook (Add Remove Programs> select Outlook 2003 and click on Change - select repair). Rebooted workstation when done. Confirmed working.

Outlook Offline
I have the same problem but cannot find the button in the lower right? I'm using Windows 8 does that make a difference? My Outlook however does not have the offline clicked but in the last few days it will not send email unless I do the send/receive and then the pictures do not show up.
Anyone have any solutions?

Try this........ I know its working.
Assuming you are using Microsoft Exchange

To do this Click on Tools==> Email Accounts

Choose View or change existing email accounts
select your account and choose Change

Click the More settings button
On the general tab choose, manually control connection state
and connect with the network. click ok.
See how that goes.

Please send me a response....
