CD-ROM drive not recognized, error code 19
I recently was servicing a dell pc and the cd was visible in the device manager, but with the yellow "?" indicating to me there was a problem. When I attempted to un-install then re-install I was unsucessful at accessing the drive. Once again I got the "error code 19" that when I googled told me it was a registry error. I need advice as to how to correct this and restore the drive's operation.

I've had same exact issue with a Vista PC
In addition, I am unable to complete a System Restore to an ealier point--Vista states that it encountered an error during the restore and then goes back to the current configuration. I considered editing out the reference to the drive from the registry, but I do not have much experience doing that.
Currently, my plan is to replace the CD-ROM/DVD drive.
I notice that your post was made a month ago. I'm interested in what you did to resolve this, or if you have found out more on what caused it.

2. Expand the "HKEY_LOCAL_MACHINE" key (looks like a folder) by double clicking it (or
3. clicking the "+" next to it.)
4. Expand the "SYSTEM" Key
5. Expand the "CurrentControlSet" Key

7. Expand the "Class" Key
8. Please look for a key containing the following string of letter and numbers:
{4D36E965-E325-11CE-BFC1-08002BE10318}
9. High light this key by left clicking once on it
10. On the right hand side you are looking for "UpperFilters" and "LowerFilters" under the "Name" column, once you find these please delete them by right clicking on them and choosing "delete"
11. Please exit the registry by clicking on the "X" in the top right hand corner of the screen

Took them over 2 hours to guide me to the proper thing. Isn't that ridiculous?
And there's an even simpler way. Once inside Regedit, do a Search (Hit CTRL-F) for "UpperFilter".
Since both entries will be under the same segment, this lets the machine find it, and may be easier/less goof-prone. I'd still check to be sure you're in the right branch as per the instructions, though.

I have a dell xps 750 with a Adaptec CD ROMand Verbatim cdrw. I downloaded and installed the new symantec Norton System works about the same time that I discovered that neither of my CD ROM/RW systems are functioning. Both exhibit Code 10 messages. Will your fix work on these two systems too?

i have an aspire and shortly after installing 360 my CD ROM showed code 19 in my device mngr. tried reg fix and just showed upper filters. and deleted them and my CD ROM functions properly. I think norton is the problem they need to fix their software to function correctly its a real headache.

I just installed Norton 360 a few weeks ago and tried to use my dvd player and had the code 19 error. Thank God for this site, because ervery other fix I found was looking for money. I'm writing to Norton. It's crap that you pay for a product that destroys another.

Found my computer in same condition as described. Followed the above suggestion and my DVD / CD drives were back.
Problem was caused by NORTON - as their loge appeared on a "back up" drive which they created without my knowledge. I also uninstalled Norton. Also lost my "Restore Dates" - CARBONITE did its job at restoring.

New cd/dvd combo drives are cheap... like $20. Thats of course if you dont have another one laying around.
Also once you remove the upper and lower filters you can try reinstalling the drive. Sometimes programs like Nero can cause problems as well.

This solution worked perfectly. I spent all night looking for a solution and everything I found before this required money. I recently installed Norton 360 and I believe this was the root of the problem. Obviously the compatibility wasn't there, until I found your fix. Thanks again.

i cannot believe it work i even rebooted my computer and bought a new cd-rom because i thought it was old but it was the norton back up drive that made it dissappear

How to fix "CD rom error code 19" in the registry.
Manually delete the registry entries
Important This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. Tried your suggestion still no lucki. Tried system restore and it will not restore, this all happened after down loading windows service pack 3 which I have taken off. What else can I do?

I tried your suggestion of deleting the Lower and UpperFilters and rebooting, but this still did not fix my problem. I have the yellow exclamation point on both my CD and DVD drives and am not able to use them. Do you have any other suggestions to try?

I was having the same problems as everybody else. Following the suggestions in the MS article didn't fix the problem. After beating my head against the wall for many hours and trying various Registry cleanup tools (without success), I dug deeper in the Registry and found another reference to the LowerFilters and UpperFilters.
I found references to the filters in the following area: "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\IDE"
Once you're there, you should see multiple entries for your IDE drives. Check your CD-ROM drives. Check the entry directly below your CD-ROM drives to see if any of them have a property for the LowerFilter or UpperFilter. If so, delete the property. If you get a prompt saying you can't delete the property, you'll have to modify the permissions of the registry entry so that you're allowed to edit.
One final note...I had two references to the same drive in my Registry. I don't know if that had anything to do with my problem, but I deleted the old reference when making the other registry modifications.

Hey Daniel. I tried your fix and I did see Upper/Lower filters and deleted them. I still get the error. You mentioned you saw two references to to the same drive. Can you explain what you mean and how I can tell if I have the same situation. Maybe I need to delete a duplicate. I am running Win XP.

Awesome problem description and resolution. I read the entire string and tried every suggestion. I was not able to find a fix until I took your advice and went to the IDE line in regedit and deleted the lower filters related to both of my CD drives. Thank for ending my extreme frustration!

I just have to say thanks for ending my Reg19 nightmare. I cannot tell you how satisfyinh it is to have this resolved. I even went out and bought a new DVD drive to see if that would fix it, but it looks like I should have googled for a forum fix long ago.

I followed the instructions listed to the letter, but did not find UpperFilters or LowerFilters listed in the registry subkey. Is there anything else I can do?

I have yet to do much with the registry. You explained everything well and gave great advice on backing up the registry and creating a restore point. Your suggested fix worked perfectly and my wife is happy to have her new/formerly used laptop working. Thanks again and have a great evening!

thank you so much! your instructions were simple and easy to exacute. anyone else who is unsure if this will work, try it, before you purchase a bunch of useless registry cleaners and fixers that do absolutly nothing! I even called tech support for norton and though they tried nothing could be done. I printed these instructions followed them to the letter and next thing you know after two weeks of frustrations...tada works perfectly, again thanks so much!

If you are still geting the errors then do this...
Repair Install
If XP is corrupted to the point where none of the previous solutions get it to boot,
you can do a Repair Install that might work as well as keep the current settings.
Make sure you have your valid WindowsXP key.
The whole process takes about half an hour depending on your computer
If you are being prompted for the administrator's password, you need to choose the 2nd repair option, not the first.
1.Insert and boot from your WindowsXP CD
2.At the second R=Repair option, press the R key
3.This will start the repair
4.Press F8 for I Agree at the Licensing Agreement
5.Press R when the directory where WindowsXP is installed is shown. Typically this is C:\WINDOWS
6.It will then check the C: drive and start copying files
7.It will automatically reboot when needed. Keep the CD in the drive.
8.You will then see the graphic part of the repair that is like during a normal install of XP (Collecting Information, Dynamic Update, Preparing Installation, Installing Windows, Finalizing Installation)
9.When prompted, click on the Next button
10.When prompted, enter your XP key
11.Normally you will want to keep the same Workgroup or Domain name
12.The computer will reboot
13.Then you will have the same screens as a normal XP Install
14.Activate if you want (usually a good idea)
15.Register if you want (but not necessary)
16.Finish
17.At this point you should be able to log in with any existing accounts.
Please post back if you have any more problems or questions.

Deleting the Upper and Lower Filters did not work for me and they were not in the same folder even. Now my computer won't start so I have to do a windows recovery and I'm just hoping that works.

my solution
thanks so much. I did this on my pc. Though on windows 7. I deleted upper filter but was not able to find lower filter in that folder. But then I deactivated my optical drive from device management, and activated it again. Then the big yello scary exclamation point was gone. Thank you

THANK YOU VERY MUCH - deleting the upper and lower filters worked - I can now use my DVD/CD drive again. You save me so much time and frustration (after spending about three hours trying to find a fix on the Dell site).
