Administrator
Administrators lock down machines for a reason. If you have administrators rights you can change it back.
If there's a business case for you to have your favourite wallpaper there, then talk to your administrator.

Desktop Wallpaper change
right click on desktop then select property->
On Display Propertys click on Customise Desktop -> Select Web Tab ->Click on New -> Browse Image which u want -> click ok -> click apply -> your desktop will be on your hand.
