Why go to so much trouble?
A USB Card that plugs into a PCI socket is cheap and freely available so why do you need to go to the trouble of making a circuit that may not even work?

Back about 2004, my company turned off the USB ports on our PCs. As a work around we found an adaptor that looks like a 3.5" floppy with a USB port on the outside edge. They sold for about $20-30.
