I?m trying to solve problem related to window popup ?Buzzed Driving is Drunk Driving? and it is continues.

Anti Virus program and others of Internet can not find anything. No meter what I do this is still coming up.

Could be a piece of Mal Ware
Have you tried installing Spy Boot S&D and Lava soft Ad aware SE?
If not download both install & update them then restart in Safe Mode and then run the Scans till the system comes up clean or you are unable to remove the offending code.
