I don't have Static IP address. Can I use Cisco 2800 Series router and connect to COMCAST high speed internet connection which is DHCP..?

Yes. Make the interface DHCP client
interface FastEthernet0 (or whichever is your WAN port)
ip address dhcp
ip address dhcp
