If he/she says no, you deal with not being able to download these files.This is a site for IT professionals, many of us are in charge of enforcing network policies such as placing restrictions on downloads. We will not help anyone circumvent the policies our colleagues have put in place on their network.]]></description>

        <description><![CDATA[You need to alter the rules that control that access. If you ARE the administrator then you can set that site ao allow downloads or open whichever ports are needed for an application to run. Now, if you are NOT that administrator then you will need to send them a request to open that site for you. If you have a valid reason for the access then they will hopefully set it up for you. If not then you've got no chance.]]></description>

        <description><![CDATA[because ISA is a proxy server therefore all traffic goes out through ISA. If there is a rule that blocks traffic, you can't do anything about it other than changing the rule. If you aren't the administrator, then you can't change the rules.]]></description>
