Does anyone have experience wth Moodle or other cost effective LMS?
If so, how was the implementation and customization?

moodle from Banner
We use Banner as our general datgabase system. San Mateo County Community College District had a SQR program to download the moodle file from the database, and we adapted it.

Cost effective LIMS
There is a nice product called LabLite that is based in Connecticut. I don't know what the price is these days but it's been on the market for over 10 years.
The implementation is pretty straight forward; a lot of the data setup is delivered as part of the package, standard methods and analytes, etc.
The company is pretty responsive to customization and does a pretty decent job of business analysis.

ATutor's Easy
ATutor is open source, and easy to implement and customize.

As someone who's done it a hundred times, I can normally install ATutor in less than 5 minutes, assuming there's a php/apache/mysql system to work on. If not, add another 15 minutes to a half hour to install one of the many php/apache bundles like XAMP, MAMP, or LAMP.
Creating a custom look can be done with a few adjustments to a theme stylesheet, or a new layout can be created by editing theme templates.
