Hello,
I have a laptop that has a non-working LCD. This wouldn't be a problem if it booted into Windows, I could change the screen preferences to an external monitor without seeing what I was doing... But the problem is that I get the 2 beep POST. I tried F2 which generally means continue and it didn't beep again but it also didn't go into Windows because I wait a few minutes and then press the power button and it shuts down instantly.
Does anyone have an idea as to whether I can boot using an external monitor even prior to Windows loading?
This is a Dell Inspiron 8500
Any help is appreciated!

Not screen...
It don't sound like your screen went, more like the VGA went out. Which this means your motherboard is done in. But that is just my usual experience with dells and 2 beeps.

I thought the motherboard would handle the internal LCD and the external VGA differently for some reason. But Dell has given me the same answer saying the VGA is out which would need a motherboard replacement.

You should be able to boot with an external monitor attached and the laptop should attempt to display on both the LCD and the external monitor simultaneously. However, all laptops are different. The only way to know for sure is to try it.
One problem you need to address first though, is the 2 BEEPS. Post codes are an indication something is wrong with the motherboard or something connected to it and getting 2 beeps isn't usually a good sign. Since I don't know the motherboard used in an Inspiron 8500 and I've tried to locate the beep codes at Dell without success, I think you may want to call DELL and ask them to diagnose the code for you. If it's a graphics problem, using an external monitor won't help.
