IE & Firefox do not work in Vista but IM does & there is a connection
So I am working on a Vista Home premium machine (HP laptop). Currently IE & Firefox both will not connect to the internet. It delivers a blank page. Both Yahoo IM and MSN IM work. I can ping websites with no issues. I have removed everything, No firewall, no antivirus no external program that would block access to to net. Everything else has access to the net except the browsers will not work. The client is using a 2Wire (Yahoo DSL) wireless router/modem. I have tried to restore the machine to a previous point and it still will not allow IE & Firefox to connect. Again just a blank page.

Download Spybot - Search & Destroy and install it. Update it. Copy the entire install folder to a USB Stick

Boot the problem PC into Safe Mode by continually pressing F8 on startup.
Navigate to the USB drive and run Spybot. It should clear they way for you to be able to restart normally and Update and run MalwareBytes. Download Malwarebytes Anti-Malware.

* Double-click mbam-setup.exe and follow the prompts to install the program.

Both remove the viruses if found any. You can still look for others, but they just scan and tell you that they found something. No luck on removal.

If your Internet connection is blocked and you cannot download the file fixfiles.zip, you can unblock it by temporarily disabling AVG Web Shield and AVG LinkScanner:
open AVG by double-clicking its icon on your Desktop or in taskbar
double-click on Web Shield component
untick the option Enable Web Shield, then click Save changes
double-click on LinkScanner component
disable all its options and click Save changes
If the Internet connection is still blocked, also please try to deactivate the AVG Firewall component:

the netsh reset did not help. I had to reimage the machine but it works a million times better now. Luckily she saves most of her stuff on a flash drive.

Question,
Is the edition of Vista a 64 or 32 bit installation?
If 64, then the browsers must be installed in the Program File(x86) folder
I've found that the IE 64 bit installation don't work so swell but the 32bit does.

It's utter ********, IE 64-bit comes installed with the operating system. This includes both the 32 and 64-bit versions. Furthermore, it doesn't matter where something is installed, as the applications declare which api they want to use, not the install location.

Still vague
Its unclear if you've entered a web address that isn't being reached OR the blank page is your current 'home page' default. What is your home page set to ?
If you weren't reaching the internet, the browser would give you an Error page - ?

I had the same problem this past summer. Mine actually went started with Firefox not working but IE did. After a couple of days, IE stopped working too. I tried system restores but that didn't correct the problem especially since I was getting nearly daily updates from MS and the restore tool only keeps a fairly small number of restore points.
Although no virus tool found anything, since it was my kids' computer and didn't really have anything that needed to be saved, I got a recovery disk and restored from that. Once I rebooted, Firefox and IE started working again.
I still never found a root cause, but that is my journey.

Look for another application
I have this problem on my XP machine and it drove me nuts for a long time. All Internet access works except for browsing. In short, no http. Rebooting would fix the problem temporarily but in about 10 minutes the http would stop again. On my machine I finally discovered the culprit to be the Cisco VPN client (v4.6). Uninstall that and the problem goes away. Now I only install the client when I need it and remove it when I'm done. Even when http went away the VPN client still worked fine. This all happened about a year ago after a Microsoft "automatic update". Never did identify which one. You can't fix the IP stack in XP so look elsewhere.

The same occurs on my home laptop (32-bit WinXP Pro, wireless connection, Checkpoint/Zonealarm Firewall, Netgear wireless-G router). My home internet connection works fine most of the time, but every once in awhile, I would be unable to access the internet through my browsers (IE and Firefox). At the same time, AIM & Bittorrent worked perfectly fine.
I also have Cisco VPN client installed. It runs a background service at startup that might be the culprit.
The next time this happens to my connection, I'll take a look.

You don't state whether you're using 64-bit Vista. If you are, and the home page that's trying to load is flash-based, it won't work and you may see a similar problem to what you're describing. Adobe is working on a 64-bit version of flash for Vista, but it's not available yet. Again, assuming that you're running 64-bit, try the 32-bit version of IE... does that work?

Had same issue with 32-bit Vista
I could even ssh into my local and remote servers, and retrieved my backup files with SCP, but couldn't browse the network nor the Internet with IE, Windows Explorer or Firefox. Unlike you I couldn't IM with my Yahoo. I had tried a new Antivirus (Vipre) on a few of our LAN PC and liked how it worked. Even disabling Symantec didn't help. So I finally uninstalled Symantec AV and replaced it with Vipre and the problem has disappeared.

Clarification of Issue
I have had a similar problem with a system using XP. A client was able to bring up the IE browser without a problem prior to installing a piece of software. There was nothing I could find that would cause the IE not to perform as it should. But a person was able to use their Outlook accounts to download emails. I installed Firefox and was able to browse the Internet using that browser but still IE would not display. I finally did a restore point, then I deleted the old IE program from computer. I also deleted the registry file for IE under the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
Internet Explorer file. Then I reinstalled IE program updated version onto the client's computer. After that all was good to go.
So if your client was able to bring up both IE and Firefox previously, there is a chance that an automatic update may have cause the sites not to work or the installation of some other software may have cause the two to stop displaying web pages.
If you have tried other fixes but have not found, you might want to try deleting both programs and then reinstalling fresh versions of each program.
Hopefully, that will work for you. Let me know the outcome.

Same issue: in safe mode with network support was OK
I had the same issue with a Vista notebook that could not browse Internet. Installed Firefox, Chrome and nothing. Ping worked and got response, but no browsing. But when restarting in safe mode with network support IE , FireFox and Chrome worked OK.
KIS 7 would not install. KIS 2009 installed but was unable to update (in the download graph there were network cut-offs just every second which avoided the update process). Windows Update did not work also. My guess was it was VIRUS or malware, and I ended restoring the notebook system image, which worked perfectly.

Something as simple as MTU size
Just another option to throw out. It could be something as simple as your MTU size being too large. Since you're using DSL, you will probably need to drop the MTU size from 1500 to 1300. There's a little overhead from DSL that chews up more of a packet than you might otherwise see using a different broadband access type. I dont't know of any off the top of my head, but there are a bunch of free programs out there to adjust MTU size.

I have seen similar issues several times in the past.

2. It could be your antivirus/firewall software. Sometimes a component in the network stack will not function correctly and uninstalling the software will not remove all of the components correctly (use a removal tool to completely get rid of all of the software, ex. 3. Your network card driver could be having problems (Update the driver of the network card).

I was fixing a local doctor's laptop that had the same issue. The issue was the 2WIRE device. I talked to an engineer with the DSL service and he told me that the 2WIRE router/modems had trouble with the Vista WAN miniports. You can probably do the same workaround that I did or just get your provider to give you a different router/modem.
The workaround: Go into device manager and click on View in the menu bar at the top and select "Show hidden devices". Next go down and find your WAN miniports and disable them all and then remove/uninstall them. Next reboot the computer and see if that fixed your problem. Good luck!

Also, verify that both browsers are not using a custom proxy server setting that is either inaccurate/unavailable or a proxy that is disallowing your HTTP traffic.
Try ensuring that all proxy settings are removed:
In IE: Tools > Internet Options > Connections [Tab] > LAN Settings
On the form that is displayed, clear all checkboxes to remove all proxy settings.
In FF (2.x): Tools > Network [Tab] > Connection [Group] Settings...
Verify that "Direct Connection to the Internet" is selected.

Maybe the laptop
I have been working on two Dell laptops with Vista for quite some time and have not had any problems using either IE or Firefox. I am even running the IE8 Beta on one of them and yet have not had any problems. I think this may be a problem with some other conflict resident on the your laptop.

Anyone think of Event Viewer?
Check to see if that splurges anything, I think the Vista Event Viewer surpasses the XP one in terms of detail.
Think that might help you, could point out WinSock seeing as that is a service to some degree.
Hope this helps, and have you tried a CCleaner run, can get rid of lots of registry carp:)

1. Check your proxy settings to make sure they are both set to "Auto detect". Firefox has its own "internet access" rules separate from IE.
2. Reboot your DSL/Cable Modem and any routers or switches in-between your computer and the "internet". Your model/router may be blocking some port 80 traffic as well, although that won't be a default.
3. Reboot your computer.
If this still doesn't work, punt!

NIC settings....
Had a similar problem on my Vista Ultimate x64 box. Seems to be solved by disabling ALL extra settings in Advanced tab in NIC properties, especially power saving and wake-up settings. Select biggest cache size that NIC can carry. This worked for me. Had to do the same things in XP, as well. Good luck!

Re-image was the solution
Thanks for everyone's suggestions. I finally got frustrated and re-imaged the machine. It works a lot better and I did a clean install. I am sure somewhere between the automatic downloads MS does and the things that geek squad did something got messed up. Lucky for me there was not a ton of data I had to back up. It was just as simple for me to re-image then chase my tail around trying to get one of the browsers to work. Now at least it is a clean install and I can administrate on her machine which makes my life easier. I have locked it down pretty good so she should not have too many more issues.

So first I have to tell you I am a amateur computer guy. I am basic IT support for my friends and family (I do hardware, software, build computers for them and do networking). I just put that disclaimer up because I know as soon as I put my suggestions up I will have a 100 people tell me this is unsecured that is unsecured....this is unstable. When I reimage any machine I do the following:
1. I like AVG antivirus. Small and does not use massive system resources.
2. I install Spybot & Immunize, I install spyware blaster & lastly Ad-aware.
3. I let them have administrator access (or I make them a power user depending...for example some teenage kids).
4. I make myself a user as an administrator. So this way if their account is messed up I can still access some stuff from my account (some people freak out about this but again I am doing this for family and friends so it is usually not a big deal).
5. I prefer crossloop for remote access. This is easy for most laypeople to understand and I avoid all the router port issues.
6. I ask them to use firefox. I am switching most people over. It is quicker and more secure.
7. I usually install open office. Excellent program and FREE.
I use the Windows scheduler to run and update the adaware, Spybot & Spyware blaster.
Again since most of the stuff I do is for friends and family who do not want to spend money or very little money I use what I have had the best experience with. Hope that helps.

From a friends and family perspective looks like you have all your bases covered. I use crossloop as well, except at work they must be blocking the port or something. My work uses logme in for remote access as well as vpn software.
OpenOffice is great too. How often do you find yourself supporting your friends and family, do they find OO working well for them? What other support problems have they had with your setup?

I find that most of the time I have 1-2 projects I am doing a month for friends & family.
Once I started doing my own images and setting them up (I do this with every machine new or not if I can). Once I get them running with my image I get usually very simple requests on issues (mouse doesn't work, my sound is gone etc etc). During Christmas it is mostly router/wireless issues and helping people get a good deal on a computer (or building one for them). Other than that I would say 50% is network related (printer sharing, my DSL won't work etc) and the rest a combo of my hardware failed and "my computer is acting weird"....maybe you should not have gone to that sketchy sight(DUH!!!!!)
I love open office. The new one is very quick and has improved performance. I use it on my Linux machine.
