Changes to Internet Explorer settings don't "take"

When I change the home page setting or the LAN settings, they don't stay changed. After the user logs off and logs back on the settings have reverted to their previous values.

How can I get the correct settings to stay put?

This might help
After you put the values click "Apply". Most probably that isn't your problem. Try reinstalling IE.

Some added information
It occurs to me that this information may be stored in the Registry. I've looked in all the "obvious" places, but I haven't found anything.

What really gets me shorts in a wad is that I had the answer to this problem once before, but I misplaced the document. ARGH!

It occurs to me that I didn't say what settings were involved (how dumb is that?).

The settings involved are the "Home Page" setting and the "proxy" setting.
