I cannot find a pointer for my mouse that is not in the way when I hover over the icons in the toolbars.
I am learning new products and finding it very frustrating.
I am using the smallest arrow but it still obscures the hover tip.
I am using a Logitech optical mouse with the latest software for it.

Toolbars in what product?
If you told us what product you're looking at, what tool bars and what hover tips you're talking about, it might help.
Also, what is your screen resolution? Do you have any handicap accessibility features turned on, such as magnification or large pointers? You can set the pointers to be big and be selecting the smallest pointer which is still big.
One thing you didn't mention... are you hovering over the top edge of the icons or the bottom edge? Have you tried reversing what you're doing? I know if I hover over the bottom edge of an icon in some programs, the mouse is in the way, but I can move the mouse out of the way. If I hover over the top edge of the icon, the mouse doesn't interfere.

No accessability features turned on
I could not find the option to check
No magnification that I can see
I have tried the hover is different parts of the icon and if I really try hard and move it around several times, I can make out the tooltip (boring)
My screen resolution may be the problem as the tooltip font is tiny
