I have installed exchange server 2003 with SMTP, POP3 and IMAP services. I want to send SMS using this server.
I have no idea whether we can send or not, if yes than what changes need to be done

Google is your best friend
There are a number of third party applications designed to enable you to send SMS from exchange / outlook.

Personaly - I don't use components or apps, i just use an SMS gateway supplier which accepts plain old "mobilephonenumber@mysupplier.com" emails to then forward the SMS for me (at cost of course!)

The best way to go is get an SMS gateway. It helps you to send and receive SMS messages.
I use Ozeki NG SMS Gateway because it has the highest capacity and reliability so far.
