URL's not opening in outlook 2003 after loading the latest I E 8

I have never had problems clicling on URL's in recieved emails in outlook 2003 or other Url's untill I updated to Internet explorer 8 now all i get is a blank screen opening in muy explorer is this a new security issue
can anyone help please

This was not the problem any other ideas
I click on for example your shortcut and it opens a blank webpage under my defult browser however i need to open the email and copy and paste to see the shortcut or url in the shortcut

Double-click My Computer.
On the Tools menu, click Folder Options, and then click the File Types TAB.
In the Registered File Types list, click URL:HyperText Transfer Protocol, click Advanced, and then click Edit.
In the Actions box, type open.
In the Application used to perform action box, navigate to the location of Internet Explorer, C:\Program Files\Internet Explorer, select Iexplore.exe and then click Open.
In the Application box, type IExplore and then click OK.

Edit: format and I will eventually get it right

Solved it using following info
I solved this problem for one of my outlook 2003 user after reading information at:
