Shut down

I can't restart of shutdown my computer from Windows.(I can however hibernate it in ALT+CTRL+DEL)

OK - so you can't shutdown or restart. - WHY ??

Does the system refuse to do it? Have the options disappeared? Are you getting an error message? WHAT?

It would also help if we knew what this is happening on - what make and model of computer? What operating system (flavour of Windows)?

What were you doing just before you noticed this happening?

If this is a work computer as part of a domain, they may have a group policy set to prevent users from shutting down their computers. This may be because they have regular maintenance set to run off of batch files after business hours and need to ensure that the computers are on to run these scripts.

Also consider the shutdown command at the DOS prompt if the permissions exist.
