Print jobs stays in print queue

I have a fax with a axis 1650 printer board, upgraded to latest firmware, i got the following issue with it, when we print the job print fine but the job stays on the queue of the server till we delete them, if we dont delete them then when it fills up it the print all jobs a second time and then flush the spooler, this issue is annoying because the machine is in HR Departement.

The only way i found to bypass the problem is to give user the manage printer right, all the other printer does not have this problem and they are all set to standart security setting.

Anyone know a way to bypass this problem without giving them the manage printer rights?
