You'll have to be a bit more specific.
You installed Win2k3 on what type of hardware?
At any rate, you probably need to read the instructions in order to set up DNS properly. Internet DNS servers belong in Forwarders only.

1) Windows and patches are update.
2) IIS proper configure.
