How best to licence software products in a hot desking environment?

Moving to a hot desking environment, has anyone cracked the problem of how to licence software that needs a local install? We do not have an enterprise agreement with MS, but many of our project managers need access to MS Project. At present, this is loaded onto their specific machines, as it is too large to associate with their profiles. In our new office, they will not have access to a specific PC, and it seems we cannot control/restrict usage to named users in line with the licence agreement.
