cable layering
Is there any rhyme or reason to laying cat6 cables... Longer or shorter runs first? should I lay down the heavier runs first? We want to leave room to expand down the road, were using 4 inch J hooks at like a third capacity.

Not sure I understand your question.
The weight depends on the number of cables, not the length.
Are you talking about cables on a cable tray, or in the cable management system on a telco rack?

Get your path laid out first
If you need to avoid a lot of obstructions, run the single longest run first. This will allow you to lay out the "path. After that, it's been my experience that it's easier to do the shorter runs first, progressing through the longer ones.

I would think about it logically
Lay the longest cables and the cables that are least likely to need maintenance/removal first.
