Links won't work in IE8 / Outlook 8/ Win 7 Pro

Emails come in, links within emails bring error saying "The operation has been canceled due to restrictions in effect on this computer".

The only user IS the sysadmin so it's not that. The UAC is set for that person. All of the checkmarks in Internet Options are correct (they match another W7Pro box that doesn't have this problem).

Thought Defender or Firewall was on, they are BOTH turned off.

Running ESET Virus program, nothing looks like it's keeping it from working there either.

I know it's something really dumb that I am just missing. Anyone have any ideas?

Thank you. It worked. btw the problem was due to unistalling Google Chrome.
