This sounds easy, right? Nope.
The file in question is a Comcast address
book in .csv format. Client is using Outlook
Express on a Win 98SE (yes, I said 98SE)
PC, that requires a .wab file. Lots of
converters out there, but I have not found
one compatible with 98SE. Some "old timers"
like me may have a trick or two up your
sleeve. Please let me know if you have done
this before, and what you used. I shall be
very grateful!

I don't have access to Win98SE. But you have 
1. Export the current addresses on that client into csv, in order to get a format template. (If needed, simply enter a couple of contacts with the obvious name Given I Lastname etc.)
2. Now your task is to duplicate the same format with your real address book. Excel can import and export csv, and would also allow you to quickly change the order of the columns and, if needed, discard some unsupported fields, etc.
3. When done, you can simply import.
In case this version of OE does not support csv, then you could try to analyze the wab format, but I have no idea if it back then was a nasty binary format or some xml-like structure.

Import this way
From the File Drop Down Menu select "Import". Then Select "Other Address Book". In the subsequent pop-up menu select the option "Text File (Comma Seperated Values)" and click "Import". Then choose the location of the .csv file and click "Next". Presto. Follow the further instrustions.
