Well the Error message is indicating
That the Optical Drive is not working and telling you to check the Cable to the Optical Drive.

Not much use if this is a NB as most times the Optical Drives don't have a Cable and it could be that if the Drive has been damaged by leaving a Disc in the Drive, all or most of the time that the computer is on the LED for that Disc Type has lost intensity and is no longer capable of reading that Disc Type.

In DVD Drives you have 2 different Color LED to generate the Laser Beams and if you leave a CD in the Drive a lot of the time the drive will be unable to read CD's after enough time has passed. The same also applies if you leave a DVD in the Drive.

Also if you have a CD Drive and are attempting to read a DVD it's not going to work either.

You need to go into your BIOS...
When you have accesed the BIOS go to the "Boot" section or where you have acces to "Lan-rom, PXE-MOF or PXE ROM" you will need to disable this/these or just select "Load Default settings". When you start up (bootup) put in your Windows disk and follow the instructions to install your fresh operating system.
