You have to create a SD Card and boot from it to reload or repair the OS

Be sure to try boot with ALL devices disconnected, and especially with no SD card in the unit, since it may be trying to boot from something that's not bootable (e.g. a printer).

robo_dev meant external devices.
Stuff in addition to the the unit: printer, external drive, whatever. This suggestion is aside from the firmware suggestion.
Yes, the sepwich.com domain seems to be down at the moment. If you have a 10" screen, you can try the Rapidshare URL further down the page.

Well, I don't find anything. Vendor support seems quite limited.
This is it, then? http://www.menqgroup.com/products/pro/E700.asp
I can't even pull a manual on this. If you have no restore media from the vendor, check your documentation to see if you have a recovery partition.

Windows CE is an O/S for items like
kiosks, thin clients GPS devices etc... where virtually all the settings for the operating system device drivers and applications are fixed.
Windows CE is not anything like regular Windows operating system it's an operating system for devices that aren't changed in any way....except for patches and even then the patch really, in most cases, is a complete new Windows CE image. Which is why most devices with Windows CE as the O/S are toss away stuff and aren't upgradable.
Reoading the CE image is like reloading a clone image. you wipe and reload. if you don't have access to the storage medium [embedded storage] [firmware], then you send the item back to the mfg for them to do it or call the mfg... they probably have a simple way to reset the device back to it's original settings...
