I am trying to connect to a few Windows 7 Pro boxes via RDP over a VPN (RRAS) connection with no success (can not connect to VNC either). While attempting to connect RDP sits at "Initializing remote connection" them times out.
Here are 2 facts:
1. I can connect via RDP and VNC over LAN.
2. I can connect to XP boxes using RDP and VNC over the VPN connection.

basic troubleshooting
can you ping the IP address of the remote win7 computer? over the VPN?
have you allowed the firewall exception for RDP (port 3389) and VNC (usually ports 5900/5901) to be "any computer, including those on the Internet" (and not just those on the same LAN)
have you tried setting RDP to "allow connections from computers running any version of remote desktop"

Thanks for the quick response JPElectron,
Via Routing and Remote Access server, we have this connection handing out 169 ip address. So, from the VPN connection I can not ping anything on our LAN. However, I can access resources from 2003 servers, XP machines, and Linux servers.
On our ISA server, both ports 3389 and 5900/5901 are open (RDC and VNC are allowed from VPN connection). This is working as I can connect to 2003 servers, XP, and Linux machines from our VPN connection.
And yes the "Allow connections from computers running any version of RD is selected.

what about local firewall
I was referring to windows firewall on the windows 7 machines...
specifically the local firewall must be set to
"any computer, including those on the Internet"
...because your VPN IP is different than the machine's LAN IP
specifically the local firewall must be set to

I actually turned local windows firewall off when testing this.

Solution found
This problem was solved with in my Routing and Remote Access Server. The RRAS was providing vpn clients with a 169 ip address. Once I added a DHCP Redirect rule using my networks Gateway, this fixed the issue.
