How do I lock the track change options in Word?

I have a Word document that is a form that allows some paragraphs to be edited. This is sent to clients. We need the original verbiage to always show (struck through and gray is OK). I have set up the form with the track changes to look the way I want and have set the permissions and given the document a password. This works great until someone opens the document on anther computer. The track changes is still on and can't be turned off but the tracking options are reset to that machine defaults and can be reset differently by the user. Is there any way to lock this document so that regardless of the machine it opens with the tracking options set the way I saved it and can't be changed? Thanks in advance for any help.
