Welcome screen on what????????????
Your Computer, Smart Phone, Netbook or what?

If it's your computer what do you call the Welcome Screen when Windows Opens?

When you get the Power On Self Test Screen?

If you want to change the Windows Screen which version of Windows?

If it's not Windows but something else like OSX or some form of Linux, BSD or something else which one is it?

If it's the POST Screen you want to change some M'Boards have the ability to change the Image that it uses but you'll have to look in the Owners Manual for that M'Board and if that isn't an Option you'll have to spring for a Custom BIOS to be written and then Flash your system to the New Custom BIOS that you have paid for. wink

Don't recall asking for a personal preference as to "why"... just how it's done. Response given is helps no one in resolving the question. Quite honest - your attempt for an answer is a run-around.

Since your 'tags' reads "Windows", I'll tell you the easiest way
...to do it in Windows 7. Since you can't find it in 'Personalization' (or 'Themes') in Control Panel, go to cnet and download/install 'TweakNow PowerPack'---it's a free utility. Once installed, clean out your registry and browser(s), then go to the tab 'Windows Secret'. There you'll find how to easily customize your 'Log in/Welcome' screen, your 'Desktop background', and various other of your computer's 'user choices' that are difficult to access as a user.

I've got the eye of Jupiter on mine......
