Windows Servers And File Sharing

Ok i have a desktop computer that i installed Microsoft Windows Server 2003 R2 Enterprise Edition on and the pc has 1.5gb of ram if i were to upgrade or buy a new computer that had say 4-16gb of ram would that increase the speed of sharing files on those drives across the network?

Depends on your Network Speed here as well
But it most certainly wouldn't hurt.

Disk is king
The disk speed is the most important here - a good SAS card and 15K disk will make a huge difference. To be honest, an entry level server will only cost 25% more but give far better results.
