How can I limit time on specific websites by user account?

Does anyone know of some windows XP software that will limit time on specific websites (facebook, youtube) by user account? I saw one piece of software with these features (pic-pc.com) but did not work due to bugs - other software does not seem to allow you to give time quotas to different users.
