VPN and VoIP phones
Create a L2L (LAN to LAN) or P2P (Point to Point) VPN tunnel between the two offices...
Each office will need a compatible VPN router that can make a tunnel with the other one, some examples:
Netgear FVS series
Cisco ASA
Cisco RV0xx series
One office (or both) needs to host a VoIP PBX, this is like the phone system, some examples:
3CX
Trixbox
Asterisk
Avaya IP Office
Then, either configure the two PBX's to talk to eachother over the VPN tunnel (commonly called a trunk or SIP connect in many VoIP packages) or otherwise configure all the IP phones in one office to connect to the IP of the PBX in the other office.
