Why can't XP & IE8 log in to Target web site? They insist that I update my browser. Well, XP doesn't work with IE9 and I don't want Chrome or other stuff. Is this a sign of the times?

you need to have a backup browser.
firefox is widely accepted by banks and credit card accounts; as an alternative to microsofts ie.
at this time your question is impossible to answer because it could be issues with your security settings, it could be issues with an improperly created webpage on the site, you might have malware, maybe the site is being blocked by your hosts file, etc....
in this particular case, you should have a backup browser, like mozilla firefox, to test issues such as this one.

Google Chrome to the rescue!!
it's a FIREFOX problem! I had the very same problem today and was getting really frustrated because it's the holiday's and I needed to find a cheaper Canon T3 Bundle for my daughter but couldn't get on Target's site. It kept telling me I had to have cookies installed and checked my settings and still couldn't log in. So...I finally turned to Google Chrome and boom! I was on and found exactly what I was looking for!

Except the original problem posted was with IE. So whatever. Not sure how a problem with IE is an FF problem.

Then she needs to stop using IE and use Google Chrome. I never use IE anymore since they screwed up my computer. I switched to Firefox and now, even it's giving me headaches, so now, I use Google Chrome when it starts to act up.
