Few things to look at
How big is the file?
Is the version of Excel on the second computer the same as is on the first computer?
What is the Hardware Configuration of the 2 different computers?
Remember Low RAM Counts can slow Excel down dramatically.
What OS is in use on each Computer?
Is one a 32 Bit and the other a 64 Bit System?

try safe mode.
well, you didn't mention if the 2 pc's are on a network. if so, this can have a bearing on the sluggish file.
also, settings for the excel module may be different on the pc than on the other.
however, try booting up into windows safe mode and launch excel and that file.
if its not sluggish, then this is a clue as to what might be going on.
