This is actually related to hardware problem.
My friend, what you can do is this:
If you harddrive is SATA interfaced you have to first unplug it from data and power cable. After you boot from CD with linux distro Ubuntu. When the live version of ubuntu is running, plug in the power cable on the HDD and after its powered, plug the data cable in. This will make the hard disk detectable like a USB drive (pen drive). After ubuntus detects the drive, try loading its content to another storage media or through the network between you computer and your brothers computer. With all backed-up you MUST format your old HDD and then restart the hole windows installation process.
If your hd is IDE interfaced, try verifying both CD-ROM and HDD jumper configuration:

Also, if IDE or SATA, you should try changing the DATA CABLE or verify if your energy source is able to power everything up. Usually removing extra boards, extra drives and stuff will help it to boot up the computer. But if the problem is really the energy source, than you should buy another one and change it.
