keyboard commands don't work after boot from os cd

Need to reformat Dell Dimension 3100 HD. Have OS CD. After booting from CD, 3 options are: Set up W-XP - press enter, Repair W-XP - press R, Quit setup - press F3. At this point keyboard commands don't work. Any suggestions?

Use a PS2 Keyboard not a USB one.
The USB Drivers are not loaded and the Keyboard doesn't work at this stage.

Thank you. Problem is Dell Dimension 3100 only has usb ports. Other ideas?

Activate Legacy USB Support in the BIOS
Press F2 on boot to enter BIOS
Use arrow keys and enter key to go to USB Controller
Activate ("On") Legacy USB Support
Plug in USB Keyboard
Save and Exit setup.

USB controller was already on in BIOS. I finally solved problem by rebooting a few times with keyboard plugged into different ports. Thanks for your help.
