Restart on windows install

im trying to install windows 7, every time i try to boot from the CD it will freeze when asking to press any key, or it will restart right as it starts to load the CD. ive tried resetting BIOS to factory, bought a new hard drive, nothing seems to work

Might be a bad DVD
Are there a lot of scratches on the underside of the disc?

Can you try booting off that DVD on another computer? If you can't then chances are the disc is bad.

Check BIOS setting
Somewhere in the BIOS is a setting for Hard Disk controller type, you might have RAID or AHCI selected now, and see if you can change that to IDE or SATA "compatibility mode" - then reboot - and proceed to install Windows by booting from the CD.

Other option is to find the drivers for your hard disk controller (motherboard) and either press F6 or slipstream them to install with the Windows CD.
