PC "skipping"

My PC recently started having a strange problem where it will skip, like a cd skipping or something, but it happens in everything. The audio/video freezes and speeds up for a fraction of a second every so often, happens in music files, games, videos, everything as far as I can tell. I didn't change my video drivers, audio drivers, or any drivers for that matter recently. The only change I can think of was i converted the Non OS disk to a dynamic disk, but i doubt that's causing it.

Has anyone heard of this before? I'm not sure what to look at other than just re-imaging the system.

More detail, and have you tried the usual
We have no idea of the system? Is it an ancient PC without enough memory, trying to run windows 8, or what.

Have you tried the usual things - Open the case and remove dust from DPU heatsink, (in XP) - START --> Accessories --> System tools --> Cleanup, followed by Defragment?

Then run Superantimalware and malwarebytes and spybot, and other people will suggest other things. Let us know how these work out.

It actually turned out to be having Netlimiter running I think, when I uninstalled it the problem went away. PC is 18GB of ram, i7 920.
