I have an USB based antenna that I plug directly into my laptop to reach free wifi. This allows this one laptop to have interenet access.
Is there something I can then hook to my laptop to send the signal to other devices in my home such as smart phones, tv's, and additional laptops?
Is that what a WIFI signal repeater does?

WiFi signal repeaters are generally used with a WLAN router or Access Point
Not with a stand-alone WLAN client.
Is your USB device WiFi or broadband (3G/4G)?
If it's 3G or 4G, You can buy what's called a 3G router that accepts most USB broadband radios and gives you WiFi from that. Cradlepoint or Netgear make those, among others.
If your USB device is WiFi, then you can configure other devices to connect to the same WiFi service.
