Which phone to use for android programming?

Hi,i have never done mobile application development and i want to learn android programming , i want to know which phone shall i buy to start with it.
i was thinking to get started with Samsung Galaxy Chat B5330. this has android 4.0
and come with both interactive interfaces (touch and keypad) and is in reasonable price range in india (for a cell phone with android 4). I dont want to go for a lower version of android , as libraries and api's keeps on updating when new version comes in the market. Please give ur suggestions.

The SDK comes with an emulator, use that
Much easier to debug as well.

Sorry, left out some info.

Once you have an application that you want to hardware test, I suggest just buying the cheapest android phone you can, and root it and install the latest android. Although frequently programming needs to be tested on the oldest version of OS you intend to support. So if you want to support 2 or 3, you should get a phone with those OS's.
