How has the external disk been formatted?
If formatted for MAC, you may have trouble using it with PC. What kind of network access
has been granted on it? Admin only, user? Might also need to be mapped into the
Windows network, with appropriate "sharing" levels assigned.

I'm at a bit of a loss here
what does this mean?
the apple can see the hard drive but the pc cannot
Which computer is the drive connected to when the Apple can see it but the PC can not? It sounds like the Apple but you didn't say.
but if i connect the hard drive to my pc directly then it sees the hard drive just fine
Can the PC actually read the drive or just see it here? The reason I ask this is because Apple and Windows use a different Partitioning System and the PC is unable to read Apple Partitions without the addition of software.
my problem is i have no clue what the problem could be i am thinking its the network but why can i see it on the apple and not the pc thanks
Here assuming that the Drive is connected to the Apple and not the PC you have to share the Drive in the Apple so that the PC is capable of seeing it. As things currently stand the PC should be unable to see all 3 Apple Partitions just the Data One not any of the others that are part of the Apple Operating System.
As to how you share the External Drive that all depends on which version of OSX you have installed providing that by Apple you mean a Apple Notebook/Mac not a iPad or something like that.
