I am facing the following problem while starting my system. I have dell 3550 laptop computer.
"A problem has occurred and windows has shut down to prevent damage to your computer.
If this is the first time.............................if this screen appears again, follow these steps:
The BIOS in this..............vendor for an updated BIOS.

I tried to re-install OS (win 7) but now cant restart at all. can go as far as windows logo and i can't start in safe mode also.

You might needto update your BIOS first....
Update your BIOS first to see if that sorts it out.
Go to Dell's website and look for your make and model and download the BIOS update file for your laptop.

Peconet.....thanks for the help...but the problem is i cannot restart my computer at all. Not even in safe mode...is there any ways or alternative to actually update the bios to my system without logging into windows

Not sure about Dell specifically
but most BIOS updates come in both an executable you can run from windows and an ISO you can use to create a boot disk that will update the BIOS - check for that type of update, then just create the CD/DVD from another system and follow the instructions
