Clarifications

just what are the specs on this machine? Did you run a Windows 8 compatibility tool to see if this machine would even run win8?

"Metro" is no longer the name for the user interface,
think it's called Modern...but anyhow, your video must be capable of at least
1024 x 768, so if your graphics adapter and monitor can handle this, try
setting your resolution to this or higher.

Need a driver?
I take it you are having trouble finding a Windows 8 driver for your video card?

Accoring to http://www.dell.com/support/drivers/us/en/04/Product/latitude-d820 your laptop either has an Intel 945gm video card or a Quadro NVS of some sort. The Intel card only has Windows 7 drivers (which may work??? I'm not sure). I'll leave you to look up the Quadro drivers.
