A secure plus a public access point through the same DSL

I am trying to add a public access to an existing secure network. Ownership wants it on the cheap of course.
Most of the network hardware companies recommend against using a second router with a separate subnet as a public access point.
Existing: One DSL modem with a static IP, VPN and WPA/PSK (no authentication server available or wanted). If I add another wireless modem, change the subnet config wouldn't this keep any hacks from entering the secure side? I am open to any suggestions and trying to maintain PCI/CISP compliance.
