I need very specific instructions how to access the storage partitions on my hard drive in Red Hat Linux 9 and how to install yahoo messenger and LICQ?

To access storage partitions you need to mount them under your filesystem. In order to do this you need to know which partition they are and which disk they are on.
For example Primary Master IDE drive is hda, Primary Slave IDE is hdb, secondary master is hdc, and secondary slave is hdd. Scsi drives start with sd (e.g. sda, sdb...)
Partitions on these drives are numbered.
The first partition on hda is then hda1, then hda2, hda3, hda4, etc.
You also need to know what format the partition is for example linux (ext2 or ext3), windows (vfat), or msdos.
You also need a place on your filesystem to mount it. Create an empty directory under /mnt

mkdir /mnt/storage

Once you know these you can do

mount -t vfat /dev/hda4 /mnt/storage
(replace vfat and hda4 with the information specific to your system.)

then your storage partition will be accessible under /mnt/storage

As for yahoo messenger, get the rpm file for yahoo messenger from the messenger site at http://messenger.yahoo.com/messenger/download/unix.html for Redhat version 8. log in as root and do
rpm -i ymessenger-0.99.19-1.i386.rpm

As for LICQ, go to licq.org download page and get licq-1.2.4.i386.rpm and do the same as above. Log in as root and do
rpm -ilicq-1.2.4.i386.rpm
